Save the Children-Norway (SC-N)

CONCERN works with SC-N against economic exploitation of working children, gets support on human resource development and conducts CRC advocacy so as to meet the Project objectives. Likewise, CONCERN is also running an excellent emergency home for needy victimized children, which is going to be ended by the end of December 2003. The action and advocacy work with SCN is financially lower scale but giving strong impact throughout the nation. CONCERN proposed planned of actions on advocacy and activities are based on experiences gained from the work with SC-N. The proposed Emergency Shelter with Plan is for rescuing working children which shall be started from 2004 onwards. The gap till then will be covered by on going shelter project. CONCERN further agreement with SC-N will depend upon the midterm evaluation of partnership which will happen only in July 2003. CONCERN does not have support from other donors regarding vocational training, IT centre, rescue and rehabilitation work through NACRO (National Alliance of Child Rights Organisations), rescue vehicle, etc. The present IT centre of CONCERN is being run on its own capacity and the SC-N supports for advocacy activities is on token basis such as production of advocacy materials on child migration highlighting the pushing and pulling factors focusing the information rights of children.

ILO/IPEC (International Labour Organization/International Programme on the Elimination of Child Labour)

CONCERN has been working with ILO/IPEC on rehabilitation of stone quarry working children outside the valley in Kabhre district. Therefore, the project with ILO will be very helpful in lessons learning and programme implementation. A national task force to combat the issue of stone quarry working children shall be formed to cover the national level situation of stone quarry working children, thereby targeting 32,000 stone quarry child workers in Nepal. Likewise, CONCERN gained a lot of experienced working in the sector of child porters, which has been taken as one of the worst forms of child labour. The experiences are very important to implement the present project with Plan Nepal.

World Education

CONCERN’s work with World Education has been helping the “worst forms” of child labour that covers the child porters sector as well. The proposed project’s one of the focus areas is also child porter so part of educational help in this area will be supplementary to the project. Further, CONCERN will also gain educational/technical knowledge from the World Education to enhance the educational status of targeted working children. The learning from the program has also been included in the proposed program. This year’s school enrollment support for working children has been supported by the World Education. The ILO/IPEC partly bridged the gap to enroll child porters in school based in outside valley.

Shapla Neer

This year since January 2003 CONCERN entered into an agreement with Shapla Neer to do a baseline survey on working children specially in Patan sub-metropolitan city. The baseline survey work on exploring new areas of action plans for working children in Patan area with the support of Shapla Neer (a Japanese NGO) will also supplement to develop further pragmatic actions with Plan Nepal. This project will surely help in meeting the proposed project activities. CONCERN has planned to provide hotline service for needy children in Patan with the growing demand in the area. 

ISCL/GTZ

CONCERN, in collaboration with ISCL (Improving the Situation of Child Labour) GTZ, is bringing the national level survey report of restaurant child workers in near future. The action recommendations of the report will also help in meeting the Project objectives. The CONCERN's possible future plan of action with the GTZ will be useful tool for coordinating, resource sharing and bridging the gap of the Project.

CONCERN Child Participatory Forum has been consulted during development of the proposal. Various phenomenal suggestions were made during the meeting which have been incorporated in the proposed project along with the learning from CONCERN's previous experiences.

CONCERN has proposed child advisory board as seen in the proposed organogram, the board will provide necessary suggestions to the project. The members of the board will be the representatives of the targeted working children. The board will conduct all monitoring and evaluation of the activities as well.

Similarly a board of different stakeholders will also be formed in the similar fashion, and will also give necessary feedback for the project.

Plan-Nepal

Socialization and rehabilitation of children living and working in hazardous conditions through community and children's participation: CONCERN has started a new project with the support of Plan-Nepal focusing on the children living and working in hazardous conditions. Under this project various activities has been planned.

  • Promote participatory rights of children: CONCERN is one of the leading NGO's in Nepal that promotes child participation from planning to implementation of its activities. Under this activity various groups of working children will be formed and they will be motivated to organize various activities.

  • Rescue and rehabilitate working children through short-term emergency shelter: In the specific program (commences from January 2004), children will be rescued and rehabilitated in sustainable way. The children who are potential to victimization and/or victimized are provided with short-term shelter. During their stay in the shelter the children are provided with socialization facilities as well. 

  • Referral and rehabilitation through NACRO (National Alliance of Child Rights Organizations): Through NACRO, of which CONCERN is coordinator, the working children will be referred to their origin districts. 

  • Educational support to working children: Under the activity, children will be provided Non-formal Education classes and mainstreaming in formal education through participation of employers and parents.

  • Advocacy of UNCRC: CONCERN will also advocate on UNCRC through its national and international linkages under this activity.

  • Vocational training and Occupational Safety and Health: The children who are above 14 years of age will be provided vocational training. CONCERN will also promote and provide safety gears for the children. A mobile health and safety training will also be conducted through the program. 

  • Information Technology (IT) Centers for working children in Kathmandu valley: CONCERN had initiated an IT program in 2002. Within five years the organization has planned to include a Non-formal Education (NFE). 

  • National level action research on different segments of child labor: Under this specific program, CONCERN conducts and produces a research report on different hazardous segments of working children.
